This is BMW Remote Coding you need BMW Enet Cable or BMW Enet WiFi Adapter to do this.

The procedure for connecting

1. 1. Boot up your laptop and connect to the Internet using WIFI.
   2. Turn on the BMW or MINI. Then plug in the obd2 and connect to the laptop’s LAN.
   3. Assigned to Teamviewer, provide us with the ID and password
   4. Notebook needs Windows

• The notebook must have a LAN RJ-45 port and WiFI
• Install .NET Framework 4.7.2
